And how a right-wing conservative politician was forced to pull his head of the sand and recognize the futility of a policy of simply "lock 'em up and throw away the key." Such a policy is particularly counter-productive, in the case of non-violent drug offenders.
Let's pray that better and more effective strategies for dealing with the runaway costs of corrections will be implemented. Criminal justice professionals and academics note that merely slashing corrections budgets, without implementing viable and effective rehabilitation programs, that prepare offenders for a successful re-entry into society don't work either.
